The official formula
Percentage = 9.5 x CGPA
The CBSE circular gives two lines. Overall indicative percentage of marks is 9.5 x CGPA. Subject wise indicative percentage of marks is 9.5 x the grade point of that subject.
Where it comes from
The formula is in CBSE Circular No. 24, dated 28 May 2010. The circular is about admission of CBSE students to Class XI after the Board introduced grading at the secondary level. It says the CGPA shown in the Statement of Subject wise Performance excludes the additional sixth subject. It then states that an indicative equivalence of grade point and percentage of marks can be computed with the 9.5 multiplier.

Who it applies to
This applies to the Class 10 CGPA of students of schools affiliated to CBSE under that grading scheme. It is a school board formula, not a university formula. Do not use it for a university CGPA.
How to use the tool
Type your CGPA in the box. The tool shows the percentage and a short table of nearby values. Always compare the answer with your marksheet or a certificate from the CBSE office, because only they can give the official figure.
Things to watch
The word in the circular is indicative. The Board did not say that your marks equal the result. It gave a way to compare students for admission.
The circular says admission can be based on CGPA, which it calls the overall indicative percentage, and on subject wise grade points. If a form asks for subject wise percentage, multiply that subject's grade point by 9.5.
Reporting can differ in later years. If your marksheet shows real marks, use the marks, not this conversion. This page covers the circular of 2010 only.
Going the other way
Forms often ask for a minimum percentage. Under the CBSE rule on this page, 60% needs a CGPA of about 6.32; 70% needs a CGPA of about 7.37; 75% needs a CGPA of about 7.89. These are plain reversals of the formula. They show what CGPA you would need to clear a percentage cut-off, but the form may ask for the university's own certificate.
How it compares
At a CGPA of 8.4, the CBSE rule gives 79.8%. For the same number, VTU gives 76.5%, JNTUH gives 79%. The spread is the reason to use only the rule of the body that gave you the CGPA. Our CGPA to percentage hub lists every rule we have checked.

Why does CBSE use 9.5 and not 10?
The circular does not give a reason in the text we read. It only states the multiplier. We do not guess at the reasoning.
Can I use 9.5 for a college CGPA?
No. The CBSE circular is about the Class 10 grade scheme. A university has its own formula. See the other pages in this series.
Does this give my real marks?
No. The circular calls the result an indicative percentage. Your real marks, if shown, are the better number.
Is this the official CBSE conversion?

No. Each board and university sets its own rule. At a CGPA of 8.0 the rules in this series give anything from 69% to 85%. Use the page for your own university.
What if my marksheet shows both a CGPA and a percentage?
Use the percentage on the marksheet. It is the university's own figure, and it overrides any conversion from a tool.
