The notice is titled: Implementation of multiplier factor 10 for conversion of CGPA to percentage for all the students of I.K. Gujral Punjab Technical University from examination session April / May 2020 and onwards pass out students. So the rule is Percentage = 10 x CGPA.

The notice is on the noticeboard of the university website, posted on 30 July 2021. We could read the notice title and its posting date. We could not open a separate notice file. So we state the rule as the title gives it and add nothing about exceptions.

Who it applies to
By its title, the rule covers all students of the university who pass out from the examination session of April/May 2020 onward. Students who passed out before then may have been handled under another rule, and we do not state which.

A factor of 10 is the simplest rule in this series. A CGPA of 8.0 gives exactly 80%.
Compare it with CBSE, which uses 9.5, and VTU, which subtracts 0.75 first. Boards and universities do not agree.
Going the other way
Forms often ask for a minimum percentage. Under the IKGPTU rule on this page, 60% needs a CGPA of about 6.00; 70% needs a CGPA of about 7.00; 75% needs a CGPA of about 7.50. These are plain reversals of the formula. They show what CGPA you would need to clear a percentage cut-off, but the form may ask for the university's own certificate.
How it compares
At a CGPA of 7.9, the IKGPTU rule gives 79%. For the same number, CBSE gives 75.05%, VTU gives 71.5%, JNTUH gives 74%. The spread is the reason to use only the rule of the body that gave you the CGPA. Our CGPA to percentage hub lists every rule we have checked.

Can I use the IKGPTU formula for another university?
No. Each board and university sets its own rule. At a CGPA of 8.0 the rules in this series give anything from 69% to 85%. Use the page for your own university.
What if my marksheet shows both a CGPA and a percentage?
Use the percentage on the marksheet. It is the university's own figure, and it overrides any conversion from a tool.
